In 2014, Senegal began the reform of rural hydraulics through the public service delegations (DSP) of water in rural areas instead of community management administered by the beneficiaries of more than 2000 drinking water supply systems (SAEP). To this end, the Office des Forage Ruraux (OFOR) created by Law No. 2014-13 of 28 February 2014 remains the sole reference for the governance of this major reform in Africa. The project is intended for the Office des Forages Ruraleux (OFOR) and aims to generalize the reform of rural hydraulics begun in 2014.
