The panel " ICT Sanitation innovations for effective sanitation service delivery- sharing experiences from Uganda " aims to share the Information and Communication Technologies (ICT) innovations and automated sanitation subsidy and financing models that public and private sector have applied to ensure effective and efficient delivery of sanitation services in Kampala City.

OBJECTIVES :
The session devoted to Practical Responses to Water Demand has the following purposes:
- outline the key elements of the evolution of the leasing contract ;
- provide an understanding of the drinking water supply situation at the development stage of the hydraulic projects to be outlined;
- share the technical responses to the demand for drinking water in the Dakar area, including the new urban areas well as the inland centers ;

The session will be an opportunity to analyze and discuss in depth the constraints related to the large financing gaps to support the 2030 roadmap. A review of the weaknesses related to the classic 3T model will also be posed to highlight the weak points that require conceptual and practical adjustments. Most exciting, however, will be the presentation of concrete initiatives for innovation in water and sanitation and IWRM financing, including those based on testing and scaling up solutions involving private sector actors and other non-traditional sources of finance.

The Egyptian Ministry of Water Resources and Irrigation (MWRI) organized the second H.L. Segment in a series of international meetings to develop water scare countries' messages to be submitted to the U.N. Conference on the Midterm Comprehensive Review of the Water Action Decade, March 2023. Regional and International partners support the roadmap for the Policy dialogues in water-scarce countries to achieve SDGs.

Despite the progress made in recent years, more than 2 billion people in the world still lack access to water safely managed, and almost half of the world population do not have access to safe sanitation. The Covid-19 pandemic has evidenced even more the imperative need for such basic services and the insufficiency of funds committed to that matter. Finance is a decisive mean to increase Water Security and to provide water services to all.

This High Level Panel focused on financing water will contribute to the preparation of the UN 2023 Water Conference. It will highlight key guiding questions that can contribute to advancing the global discussion on water economics and financing that will be explored in a major forthcoming review to be prepared for the UN 2023 Water Conference.

This session will bring evidence of the necessity to embed scientific knowledge and innovative solutions into governance mechanisms.

In Africa, the governance of several transboundary aquifers was enhanced through the application of innovative approaches to legal settings.

The session will call for a strong political will and commitment from decision makers to support science in the UN Global Accelerator Framework for SDG 6.

The session seeks to engage to the voices of rural communities, youth, mayors and other local actors, as well as the financial sector in order to include their perspectives into the dialogue on financing water.

These shared perspectives can help shape and influence global initiatives, including the Roundtable on Financing Water and the OECD Global Observatory on Financing Water Supply, Sanitation and Water Security

The session will try to highlight the needs for the academia and WASH operational bodies to get closer together and engage cooperation for a better development of the WASH sector in Africa and show why one needs the other, even for its own development. The session will give the opportunity to assess what was done these past years to really link research & development to operational needs of the Africa WASH sector.

Adaptation to climate change requires a strong knowledge of its impacts, especially on water resources and related ecosystems: we cannot manage what we do not know.
The current Sentinel / Copernicus constellation, the upcoming SWOT and TRISHNA mission can be combined to build knowledge regarding rainfall, discharge and evaporation. More generally, “multi-sensor” satellite data can be mobilized, since these data are essential for water resource management and climate change adaptation.
