Mobilisation of local authorities

The 9th World Water Forum highlights the local and regional dimension, among others, with the aim of stimulating both local and global political will to make water a priority on a global scale. At the same time, local authorities have an essential and irreplaceable role in the delivery of public water and sanitation services, as well as being key players whose involvement in the organisation of the event is crucial.

The participation of local authorities is organised around the Union of Associations of Local Elected Officials of Senegal (UAEL), the Association of Mayors of Senegal (AMS), the City of Dakar as Host City and the Municipality of Diamniadio, which have aligned their various partnership protocols with the Forum's Executive Secretariat.

Senegalese local authorities are responsible for mobilising local authorities in Africa and the world, particularly through their regional and international frameworks and networks.

The action plan of local authorities in the framework of their mobilisation towards Dakar 2022 was developed and updated during a workshop held on 2 August 2021, the official opening and closing ceremonies of which were presided over respectively by Mr Oumar Guèye, Minister of Local Authorities, Development and Territorial Planning, and Mr Serigne Mbaye Thiam, Minister of Water and Sanitation, represented by the Secretary General of the Ministry.

The implementation of this partnership is structured around two bodies

  • the Steering Committee composed of the Mayor of the City of Dakar, the President of the AMS, the President of the UAEL and the Executive Secretary of the Forum; it defines the main orientations and monitors the actions undertaken in accordance with the action plans of the partnership protocols;
  • he Operational Unit composed of technicians from the City of Dakar, the AMS, the UAEL and the SE9FME; it is responsible for the daily preparation and implementation of the activities of the Roadmap.

Local and regional authorities are thus committed to contributing to the success of the Forum through a strong local and international commitment to ensure that their concerns are taken into account.
